Pooling expertise with the International Transport Forum to support their Decarbonising Transport initiative
Growing coordination and cooperation between EUROCONTROL and the International Transport Forum (ITF)
On 1 June 2017 EUROCONTROL and the International Transport Forum (ITF) signed an agreement to deepen their cooperation at the 2017 ITF Summit on the Governance of Transport, formalising the growing coordination and cooperation between the two bodies.
Frank Brenner, Director General EUROCONTROL, noted that “the benefits to be gained from mutual cooperation are great, and will strengthen the work of both organisations. I look forward to seeing the concrete results of this cooperation in the future, particularly to see how our work can contribute to the ITF’s Decarbonizing Transport initiative designed to underpin the Paris Agreement on Climate Change, which EUROCONTROL strongly supports.”
José Viegas, ITF Secretary General, said: “We have greatly benefited from this mutual cooperation on aviation issues in recent years, and believe that a more structured and focused cooperation between our two organisations would further enhance the mutual benefit derived from exchange on areas of common interest.”
ITF’s Decarbonising Transport project
The ITF’s Decarbonising Transport project has as its ambitious goal establishing a commonly-acceptable pathway to achieving zero transport emissions by around 2050. Assessing progress towards climate change goals relies on good data, and here EUROCONTROL holds a vast amount of aviation-related data based on its core activity of ATM, and across its pan-European network of 41 States.
Our experts have developed peer-reviewed environmental applications that mine our databases and can provide historical traffic data and emissions inventories, as well as traffic and emissions forecasts. These will be at the heart of EUROCONTROL’s contribution to the ITF’s work.
The ITF offers EUROCONTROL extensive expertise on methodological issues across different traffic sectors which will enhance the Agency’s ATM traffic and emissions forecasting methodologies. The ITF will also independently assess our work in order to ensure that the Decarbonising Transport project data are as robust and credible as possible, building on the approval of our underlying methodologies by ICAO and the European Environment Agency.
Through this cooperation, EUROCONTROL and the ITF have agreed to exchange expertise principally on forecasting methodologies for air traffic and emissions, on providing traffic, fuel burn and emissions data, and on providing traffic, fuel burn and emissions inventories. An additional area for cooperation was identified in the fast-developing field of Remotely Piloted Air Systems (RPAS) related services and their integration into ATM.

The International Transport Forum was created on 18 May 2006 by ministers from 43 countries. It acts as a think tank for transport policy and organises the Annual Summit of transport ministers. ITF is the only global body that covers all transport modes.
